Unlikely to be a koi pond as the bends seem to be the push fit type rather than the solvent weld gear you should be using, which I guess you should also be using on hot tubs etc. Can you see any black rubber seals on the bends? Will check on the koi forum to see if anyone's posted a thread entitled 'Why is my neighbour taking photos of my pipework?'

Those pipes aren't actually fitted in that position are they? I go with the person who said maybe laying out. Could it even waste pipes to be mounted on the wall?

There looks like two 90' bends coming out of the house. Presumably wastes that need linking up somewhere with maybe a S&V stack going up to the roof.

Pipework wise it is just 4" waste. Brown for underground, grey and black for above ground. Push fit, won't take pressure.

Just rambling. No idea.
