Aha! bottom right of pic next to what looks to be a r.w.p, there appears to be the metal profile of a wall starter kit fixed vertically to the wall, used for tying, amongst other things, concrete blocks back to structures. Could be an extension going up on the sly? As for the pipes, a really, really over specced' under floor heating systemeek

pretty certain it's a koi pond. it looks like the drains are yet to be situated, they don't seem to go anywhere. blocks will be used for walls then pipework will be concreted into another layer poured onto what is there already (hence reinforcing mesh against fence) leaving the five drains flush with the base of the pond. seems way over the top for that area as to pull enough water through each drain for it to remain clean he'll need to be turning over around 50k l/h!

easiest way to find out for sure would be to go round and tell him that a number of people on the forum you posted your picture think he is going about it the wrong way! push fit drains are a big mistake and he should use solvent welded pipe, preferably pressure pipe

edit - didn't see the last pic! pipes were in position in which case probably not a pond. can't see how that would work at all
