In my experience it has always resolved problems with hot water pressure, I'm not a plumber however!
Unless you have something like a Megaflow (with other gauges in circuit)then rossmc88's comment is true.
The filling loop is only for filling the HEATING(ie not hot tap water) to pressure, and should be isolated from the mains once the system is filled to pressure. I don't know if regs have changed (I doubt it!), but it was always the case that the filling loop was removed after the heating engineer had done his work so that the customer couldn't connect the mains via the loop and possibly contaminate the mains water.
