Noobie converting and extending a Vic. house into flats?????

I'm a developer and have converted houses to flats in London many times.Converting houses to flats in London has become very hard to get permission for. The unextended original size of the house needs to be of a minimum size before they'll entertain the thought of conversion to flats, that's before you consider things such as parking, transport, bin storage areas, overuse, % of houses converted on the road, total bans in some areas etc etc. The other conversions on your road will likely have been done decades ago when rules were lax. Getting 2 flats out of one dwelling is hard enough, but 3? It'll need to be a pretty big house for that.
The agent is bonkers if he thinks a 2 bed and a 3 bed is just as worthwhile as 2x2 and 1x1 bed. He can't add up.
Soundproofing is indeed a complicated issue. Do not be lulled by products such as Acoustilay15 or any other products of their ilk. As standalone products they are woefully inadequate. You need to drop the ceilings on the floor below, use resilient bars or suchlike, sound mats with upsttands, rockwool etc etc. then fingers crossed your builders have done a good job and it passes the sound tests (airborne and impact)
A very complicated project for a first time developer IMO.
