With a garden big enough to live in surely you need a compost pile, or you could put a bee hive down there. Can you get honey from wasps?

2nd: local council for advice on habitable propoerties

Have a look at your local councils website under planning.
Then imagine you're wanting to put a shed up that someone could live in - I'm pretty sure you'd find it difficult to get around the planning regs to do so.
The regs round our way clearly state no beds or tv aerials/dishes can be installed/mounted unless the building meets planning regs.

I like your thinking. We do have a friend who is a bee keeper so perhaps we could donate an area next to the shed for them to place a few more hives - although the RSPCA might have something to say about subjecting the poor bees to such a harsh working environment.

He's living in a midden of his own piss, I don't think a compost heap will phase him!

You could ask him to piss on your compost heap instead, though, does wonders for them.

Would second environmental health they pulled no punches when my grandad father had a problem with a neighbour who was going through his bins and playing loud music at all hours.

When we called them out 2 guys arrived that looked like something out of WWE. He moved out a week later after they threatened to come back to check up on himlaugh

There's a bunch of issues here. There's a clear nuisance, a breach of intended or permitted vs actual use and a health risk. You need to pick the route that demonstrates the biggest risk and loss to yourself. I'd focus on the nuisance and health risk and throw the planning in also. This way you get at least 2 different agencies who have a vested interest and an obligation to investigate.

There may be a problem - surely if he's been there for more than 4 years he now has established use.

(I'm not stating that as a fact - but it's something to check out)

I'm confused by this.

If your previous owners planted the bushes on your side of the property and these then expanded into their property, and they then build the hovel in line with the edge of the bushes where it had moved into their side, then surely this just means they've got a bit of space between the shed and the property boundary from where you've cut the old bushes down. confused

Surely you need to find out more about why this situation has arisen, can you have a quiet chat with some of the other neighbours as they all must know about it.

I am totally sure the elderly parents know what is happening but the son probably doesn't listen and they are not able to do anything. As he is grown man there is probably very little they can do without sectioning him and that is difficult at the best of times.

The other option is social services as he could be classed as a vulnerable adult and actually needs help rather than having what he probably classes as his home taken away or torn down. Everything said in the thread so far doesn't consider this is a person and not vermin though some might consider that an adequate description.

I don't pretend it is an easy or pleasant situation to live with.

Apply to the council for planning permission to knock up a corrugated iron shed with no sanitation for a mentally ill homeless person to live in.

When they refuse, appeal on the basis that next door have one...

If I was in this situation (owning next door, not living in the shed) I would speak to my other neighbours and find out what was going on before taking any action.

Knowledge is power and all that,it is not a good idea to rile your neighbours unless there is no other choice, antagonising irrational people might not end well.
