I'm not sure but apparently it means the homeowner may be committing benefit fraud.

The landlord who owns the house (HMO) a few doors down from me has started taking great interest in the garage I've built in the garden, asking the builder how much it would cost etc.

Now he has started tarting up the garden, so at some point I can see a similar problem arising, albeit hopefully without the urine bottles. My garage was small enough to be built without planning permission or building regs, but would these be needed for a habitable dwelling, even if under 30m^2?

The neighbour may not be. It could just be his personal space while living with his parents. Nothing unlawful about that.

I have little sympathy for the OP. He has just moved in and now wants to tell his neighbours how to live their lives already.

I am totally sure the elderly parents know what is happening but the son probably doesn't listen and they are not able to do anything. As he is grown man there is probably very little they can do without sectioning him and that is difficult at the best of times.

The other option is social services as he could be classed as a vulnerable adult and actually needs help rather than having what he probably classes as his home taken away or torn down. Everything said in the thread so far doesn't consider this is a person and not vermin though some might consider that an adequate description.

I don't pretend it is an easy or pleasant situation to live with.
i strongly suspect this is probably nearer the truth. as strange as it all sounds i'd expect there to be a pretty vulnerable person/s at the bottom of it all. if nothing else it must be incredibly bad conditions in winter.

Remember Shed Heads on the Discovery Channel. Loved that show but I don't think your neighbour's one was featured. Maybe for series 2.

Phone police and tell them you think there is an intruder in next doors shed/garage then let them deal with it.

could it be that he lives in the house and has some kind of hobby that keeps him busy in the shed , and maybe takes a leak in the bushes to save going back upstairs ?

I believe metal transfers noise quite well.
Bury some sort of ram at an angle and set it on a timer. Every 15 minutes or so at night. Bang. Ram shoots out and smacks into the metal wall.

It then retracts like a trapdoor spider, shed bloke will not be able to source the noise.

Treat yourself to a remote activator for added evening entertainment.

The only way to find out is talk to the person who lives in or visits the shed at the bottom of next door garden.Is that so difficult?
