Do yourself a favour and put down something that will complement it and that YOU like otherwise you'll cry everytime you come home and have to walk down that path

The committee and covenants were put in place by Wimpey when the estate was built.
It appears to have just been their standard package that they used for a block of flats rather than a housing estate.
Yes they take themselves too seriously but whatever...
Garage door is being replaced by a sectional hormann one very soon. (ps do you live on the estate as you sound like one of my neighbors ;-) )

From an aesthetic standpoint your path is too narrow. (as are many) It doesn't appear inviting or draw you into the entryway.
A cheap, and possibly staying in the bounds, way of improving it could be to have an 18" strip of pea-gravel either side of the path.
The existing slabs could stay and the uneven edges would be filled in by the pea gravel.
Maybe 12" of pea gravel not 18, lay out a garden hose to see what looks right.

The committee are self appointed , and Wimpey won't give a st now all the houses are sold and they are long gone.People on these estates seem to think that because they have lived there longer than you , you need to bow to what they want.
If you want to be neighbourly , tell them what you are going to do , but don't let them confuse this neighbourly act by them thinking you are asking their permission.

This. I wouldn't think twice about laying whatever kind of path I chose. If 'they' had a problem with me taking something ugly and making it nice then bring it on!Must admit I fail to see the benefits in keeping that path, and in all the houses looking identical. It's so dated anyone buying a house there is immediately going to think of ways of changing the drive and path.

What exactly do your deeds say about this committee and changes required? I'd be inclined to hire a heavy lorry to drive over the grass, breaking the slabs and then say "I need to replace them"!

Wonder powers do this infamous committee have if he just does the work anyway? Won't be able to reinstate it as it will all be in a skip and well gone. Not sure they could claim his works had devalued their houses, well they might, but doubt they could get a valuer to support their arguments.
You could line the path with blocks that either match the bricks or the step tiles. The path doesn't lead to the door, have you moved the door to behind the manhole? You could create a block area in front of the step, the full width of the step, using a block infill manhole cover to help it to blend in.
