1. The tap at the rear is running really slow. Runs off the kitchen cold water supply which has really good pressure. Pipe runs under the kitchen floor to the outside wall. Any ideas ? Do live in a very hard water area.

2. Is there anyway I can install another tap in the front between my side of the water meter and the cold water stopcock inside the house ?

It may have an isolating valve inside which may not be turned on fully. Otherwise take it apart and see if something amiss inside, or replace it.

1 - It could be blocked, you could isolate, unwind, turn water on and observe, clean an obvious debris from tap, check operation, wind back on.

2. Technically yes, turn it off at the road, dig down to the water pipe, tap in, connect up, turn back on at road, back fill hole.

Also consider:-

If it has a non-return valve (as it should) they can get damaged/temperamental and completely block or restrict the flow in the wanted direction.

If the connection to the outside tap supply pipe has been made with one of those self cutting connectors, the actual hole size is quite small and restrictive.
