As others have suggested, try and get some pre application advice' from the LA, most provide it either free for residential stuff, or for a small fixed cost (£100-200) for a session. Having the a land registry map/ plan showing the property and boundaries and some simple sketch plans, drawn yourself on graph paper etc!, would be enough for a conversation with them.

But at the end of the day, I think you are going to have to accept some risk in the situation, if you want the house. If the house already had the extension approved, or indeed build, you would be paying substantially more for the property, so the 'saving' there is offset by the increased risk that getting the approval may be slow or difficult. A quick chat with the LA should give you an idea if it will be rejected outright in principle (although not guaranteed)It isn't really a risk that the seller is likely to want to share, or anyone drawing up the extension (eg, you pay for the drawings to be produced, not a guarantee of planning approval), it is your risk alone in this situation!

Would you be able to give advice on this and if planning is needed etc?

Charges may occur I understand but advice on where to start would be brilliant. I'm kind of near Bath, Somerton , Yeovil way.
