No help to your question, but you have blocked out the address in the maps section but have left a road name on the right and the post code along with the longitude and latitude in the URL at the top of the screen. someone will find you in seconds - probably still find you with that lot blocked out too!

Pedestrian access/vehicular access two very different things. Unless it states which or both in you're letter, which in itself may not form a legal document, you need to speak with you're Council. If it's a Council owned car park a quick look at the documents may reveal the info' you need.
