Just done this. Bought approx quarter of an acre from the neighbouring farmer to double the size of my garden. Have known him for 20years and good friends with him.
Convention is that you pay half the gain in value to your house, but at the end of the day the landowner can ask what he wants and is not obliged to sell. Buyer pays all legal costs. Re-tax, depending on how the farm business is structured, each partner has a capital gains tax allowance they can use, so may not actually need to pay any tax depending on the agreed price.
I would suggest that you approach the landowner and ask if he is interested in selling a bit of land, he can only say no.

If you are only after 1/4Ac then you're talking about £12k - most farmers wouldn't bother.I suspect £15-20k would be a sensible opening price and offer to pay his fees too.
