I really need to redecorate the bathroom, the existing paint is peeling off the walls in several places, presumably due to the humidity, what is the best course of action? Do I need to rub it all back before I paint (I have tried and the paint continually lifts around the edges which havent been sanded).

Its going to a bugger because you will notice the bits where it has flaked off if you don't remove the rest of it. Sanding it will be a nightmare. You will need to strip it. There is a gel you can paint on that strips it easily without filling your house with fumes. Cant remember the name but Brewers sell it.

You need to deal with the reason that paint has flaked. Use a Bathroom specific paint and deal with the humidity with a decent fan and ventialation

Get a decent fan, get some airflow in the room. Then you can concentrate on getting the paint right, rub down properly and repaint.
