I would go with this option. Test what it is they are actually complaining about.

There are laws to 'protect them from the likes of us', and as much as I disagree with some aspects of those laws, I abide by them. Both out of respect for the law, and respect for non-smokers. But I digress.

Having both a fire pit

and a decent patio heater (along with being a serial BBQer; briquettes, not gas), I can assure you that the patio heater is a far more effective device for keeping people warm.

I have never found the cost prohibitive, especially if only used occasionally.
One point to keep in mind when selecting; get the largest hood possible.
The hood heats up quickly and radiates heat downwards. A larger hood does more to keep heat from escaping straight upwards, and radiates more heat downwards.

For those not in the know (and I understand most won't care); a decent cigar is nothing like "popping out for a fag". For a start, one cigar will normally cost more than a whole packet of 20 cigarettes (considerably more in some cases), and the smoking time is easily 20 minutes to an hour and a half.

I also strongly concur with the advice to avoid a feud.
And after all, you wish to enjoy that cigar and relax. The whole point in the first place.
The very fact that you are asking, shows that you wish to be as considerate as possible, and wish to avoid difficulties.

Another thing which may help in the interim; never use paper to start a fire.
The chemicals used in making pulp are disgusting in the extreme and utterly atrocious when burned.
It's a damned poor fire lighter in any case.
Another point for the patio heater; virtually instant heat.

That is my opinion and experience.
I grew up in a land far far away, where knowledge of these things is almost instinctive, and otherwise unavoidably learned via a sort of osmosis.

I do think it probably seems much worse for neighbours than the one actually lighting the fire, as these types of things often are. Also not forgetting the inevitable bits of ash that float away as the paper disintegrates.

Not quite Tatooine, but somewhat further than the drive from London to Cornwall.
