Bit of an issue with neighbour...legal issue?
Discussion
I don't understand the layout.
So we have 4 houses, I presume there is a back alley?
At each end of the alley a gate - or just the 1 - your end?
What then stops other people going into others gardens?
Another gate at the end of your garden?
It does not sound right the only thing stopping someone getting in your garden is the gate on the alley?

I don't really want to return to this as it seems to be going in circles somewhat, however, he has access across my garden, the other middle neighbour has access across the garden of the house the other end.
I pulled up on my drive a few days ago and he was out cleaning his car. Before I had turned the engine off, he'd gone indoors.
I tapped on the door a couple of time and he didn't answer. He's gone on holiday now anyway, so I'm going to break into his shed and steal all of his belongings and simply blame it on the lack of security.
He left all the car cleaning stuff out, so had simply avoided me.
It's a BOLT. Not a lock for avoidance of doubt.

Is it a bolt that you can reach over and undo from the front?
That would be another solutions if not. Gives the illusion of security which is all you are after (given that a simple gate can be climbed anyway)

Well, he can reach, I can reach, his wife the dumpling cannot (at a guess).

Perhaps he just needed a poo at that particular time? I tapped on the door a couple of time and he didn't answer. He left all the car cleaning stuff out, so had simply avoided me.
He's either still being a bellend, or is embarrassed/scared because he damaged your property. Either way, now he's on holiday it's an ideal time to put a proper lock on the gate and just post a note through his door with the key or keycode on it. Your obligations regarding his right of access are taken care of, and you get a secure solution. At the same time fit a small dummy CCTV camera up pointing at the gate so he's less inclined to get busy with a hammer again.
Their is your problem. The small vertically challenged woman cant reach the gate. So she finished work, on her own, how on earth can she now get into the garden without her husband?
Now imagine him, hes had a stressful day at work to come home to his raging little dumpling wife, going off her head because she has missed the bin uplifts as she cannot reach this lock. She does the womanly thing of nag nag nag nag. He gets so wound up, he chucks his favourite ever toasty machine out the back... oh wait thats me.. he gets so wound up he smashes your lock off to teach her a lesson. Now he is hiding from you out of embarrassment.
Get a two way lock with key/code and all is sorted. Make it accessible for midgets with a key. A we camera from the ebay if must be. If he touches it, get him charged.
I also have a right of access to the back of one of the business premises. I let him lock the gate with no key, to keep the kids safe. Means i get to ignore my half of the garden as he takes care of it. All came about with a friendly chat. Who'd of thought.
