An SDS drill with a chisel tip, to get to the burst - then a mini-kango to get a bit of working space. Then a plain old pipe connector, cut out the pierced bit and replace with the connector. Pump up the pressure to as much as the boiler will take, to check for leaks.
If there aren't any, then a bucket of screed smoothed out with a plasterer's trowel.
Then fix the floor covering (welded vinyl in this case, it was in the toilet lobby)and Bob is your extremely expensive uncle!
There are other ways to fix bursts, such as sliding a smaller diameter pipe inside the burst one and connecting it to the manifold instead of the large bore pipe - but it's a half-assed approach and far from ideal.
And often you simply can't do it, depending on the pipe layout. Big spiral - no probs. Zig zags - it's not going to get past the bends!
