Sorry, yes it's 2m! If you are within 2m of a boundary then you cannot exceed 2.5m total height. Height measured from highest ground level.

47x97 at 400 centres is only good for a 2m span looks to be about 4m so according to details on the building regs site should be using 47x170

100mm timbers on a flat roof and blockwork which has had absolutely no thought put into it; OP, I wouldn't worry, that will cave in by this time next year wink.
