Downstairs WC help

I'm just trying to get my proposed upstairs bathroom to work and have stumbled upon part M but as mentioned, is it applicable to a private dwelling?

Specifically I'm trying to get into the bloody room up a couple of stairs......can't make it work without a bifold door......



Any ideas???
