It's an angled truncated cone, if it was flat I could have done this.

Use a hole saw to make a jig out of plywood and then clamp it over the hole. Then set to with your dremmel, file, router or whatever?

Unless of course you can't really clamp a jig in place!

If you still want to fine Finish the holes by hand try rolling the emry paper or cloth to form a tube to the desired diameter. If you get enough layers it will be able to act like a file.

To much money and not enough common sense on this forum , cut the end off your sweeping brush shank and wrap it in sand paper or wet and dry .

Be careful you Denmark the surface, though, you might find there's Norway to get them out other than lots of work with progressively finer abrasive. If you need that, there are packs which come with several different grades to Sweden the deal.

Small update. I found a suitably sized and tapered adaptor for a vacuum cleaner, wrapped various grades of sandpaper around it and it worked brilliantly! Did the first side in an hour or so...

Then today, queuing in the chemists, I find a round, tapered abrasive block for taking dead skin off ladies feet! So the second one will be easier, I think...
