we are having a garden building put in our garden

the building is 30m^2 so within the permitted size and 3m high and more than 2m from a boundary.

the building is 2.5m from a boundary which does not have a neighbour and more than 20m from any boundaries with neighous gardens.

The issue is our road is on a slope and when the builder built the level concrete base one side is level with the ground the other is about 1.5m high. does the 3m permitted height include this base in this instance? We have put the summer house as low to the ground as possible given the elevation, but are concerned if a neighbour objects they will say its exceeding the permitted height?

any thoughts appreciated on this

i havent got it to hand but if I remember correctly the home owner technical guidance on the govt planning portal gives examples of how to measure for slopes

Page 43 of Permitted Development Rights for Householders Technical Guidance said:
The height of the building, enclosure or container should be measured from the highest ground level immediately adjacent to the building, enclosure, or container to its highest point.
