You can actually get a meter for your outside tap. You pay a proportional rate of waste water from the incoming water. But because the outside tap water is likely to go into the ground and not the sewer, you shouldn't have to pay waste rates on it. It doesn't have to be treated. Most councils will have a similar setup available.

What about a big (500L - 1L) Water Butt, and a decent pump? Feed it through a decent gutter and that will keep you going for water for most of the year.

Vast majority of my garden water comes from this setup, this pump gives me better pressure/Flow then the garden tap:
