Dodgy Gas Work Responsibillity

Someone I know has a flat in Edinburgh which has been discovered to have non -compliant gas installation - gas pipes too small and buried in concrete with no sleeving. The blocks 5 years old and the developer liquidated and nobody is taking any responsibility, building control, nhbc etc
I thought gas was the same as my game (electrics) - whoever signed it off would be under a scheme which supposedly guarantees the work?

How are the gas pipes 'too small'? As long as they are supplying the correct pressure to whatever they are supplying. If the appliance is under-gassed then the the supply will need upgrading and you should be able to find out who notified the appliance through the Gas Safe Register.
Gas pipes in concrete don't have to be sleeved. They just have to be buried at a correct depth and protected from said concrete; usually copper with a yellow plastic sheathing. Again if this wasn't done then the GS register is the place to report.
