Try turning your letter 90 degrees to the right. It might make more sense then.

There's an outstanding balance to be collected. The increase in monthly payments will collect that balance in more than a year. What doesn't make sense?

I see what you mean - they're saying on average usage of £37 a month £38 doesn't cover it - odd. Unless maybe you had a month ignore usage or something.

Indeed averaged usage is less than we pay. How can the outstanding bill be 185 on top unless our average use was double our payment?

£37 usage and you pay them £38.
Seems like they want you to overpay and they get the money in their account.
You then have to get it back off them.
With my gas/electric supplier I get them to refund any overpayment straight away. It is my money so should be in my account not theirs. If we end up owing them we simply pay it.
The alternative of upping our monthly payment to stay in credit( effectively a free loan to them)
Is not acceptable.
