Rather than going legal, just go tit for tat. Raise the top of your fence above theirs with a concrete balustrade so it matches the bottom.

That'll learn 'em for wanting to improve their view.

I have to agree with everyone else, I can't even see what's inconsiderate.

It looks to be a picture of a council house garden, looking towards what's probably a nicer garden, with the neighbours having sensibly hidden the council fencing to make their garden look nicer.

Or am I missing something?
