Whilst it's been amusing to read some of the responses on here (and that does look more pergola than fence) be interesting to know some context.

The OP's fence isn't 'that' bad and I'd be pretty pissed off if neighbours decided to build a second fence parallel to it. Would have been considerate of them to mention it first, no?

Maybe even offer to go halves and build it on the original border if they found the original fence such an eyesore? But the Op's lack of explanation has been unhelpful, maybe he'll come back and provide more detail.

Normally it's the other way round but without thread these pics are worthless!

You're entitled to your opinion of course. I honestly wouldn't have the energy to care less.

Not trying to be an argumentative tt, but why? It's on their side of the fence. The OP can see maybe 2 inches of it at the top of his fence. When was the last time you say enjoying the view of the top of your fence? jester

No one finds it weird that they've built a second fence alongside the existing one? I've never seen this before.

Not really, if my neighbours fence looked like some kind of cold war nuclear bomb shelter i'd probably want to build a nice wooden fence to cover it as well.

Presume they have approached the OP who has refused to go in with costs of replacing that fking eyesore and they have had enough and just put a new fence in front of it so they didnt have to look at it.

I think we have all misunderstood the OP question

It is not about the fence

It is about the thick yellow rope with the Depth Charge suspended from it.
