Serious suggestion: you might be able to get some movement on your stiff cock using some penetrating fluid.

But as has been said, for goodness sake don’t force it with tools: hand force only, and even then not too much if you’re powerfully built.

Shame on me
I had a stiff cock a couple of months ago

Again a long stretch to reach it.

Added an extra depth socket to one of the ends of the tap which just gave me a little extra leverage
Moved it back and forward a few times and now even my wife can work the cock satisfactorily

I had a water leak in past, mine was jammed, turned it full strength and snapped the "tap" off in my hand -ooops

Personally phone about for a plumber and get it replaced

A decent handyman/property maintenance might be able to do it, try checkatrade if you have no contacts

Do you have a dual flush loo? If so they are notorious for "leaking" in that they just run down the pan so you never really notice it.

Looking at Thames site though (I guessed you are with them?) they offer a free burst on private service that will locate and fix and you should get a leakage allowance against your bill.

The 60yo stopcock in our house gave up the ghost many years ago. The water co were kind enough to install a meter with an upstream stopcock so I just use that assisted by a U-shaped saddle welded to a long steel pole.
