Heating Oil and Gas shortage?

We use LPG which is in large tanks at the side of the house - level has gone down to almost empty but the supplied seems reluctant to refill- They usually fill when it's down to 15%, it's now on 6%. I've had to get a bit firm with them, and we expect a delivery soon - we'll see. A friend of ours has run out of heating oil, and has been told she'll have to wait and shiver for another 14 days. Are companies hanging on to their stock in case the "Russian situation" sees a huge escalation in price? Our gas is on an agreed fixed price until July, so I anticipate when they deliver they'll not fully fill - again, we'll see.

I’m on LPG too. Calor have a message on their website stating that shortages earlier in the year (or possibly late last year) and then the weather issues have meant they are behind on their deliveries and people should expect lower levels before getting a delivery.
But is that only a story?There is a massive issue with LPG in the south of the UK, one of the major storage depots is offline, stocks are pretty much zero from what I have heard. It is being trucked from up north, even VOSA/DVSA have relaxed drivers hours to cover the extra hours drivers are doing. So yes its official.
