Glad I'm not the only one to hate this design! The best I managed was to tighten the screw right up in place then pull the cable some more! I'm not crazy about the idea but it was the best look and the wire had woven insulation around it to was protected a little! Try to pull until you feel the wire "give" a little, this is the insulation stretching a little, it is this spring I utilised to pull the fitting as flush as it could be!

I have some Kartell pendants with roses like this. Not a great design really and the only way I managed to get them flush is to grab hold of the cable, get some tension on it then push the rose up nice and hard with your other hand and tighten. I couldn't get them perfect but better than in your pic by a long way. Mind you, I've got vaulted ceilings so they are 20ft up and it is difficult to see if they are flush or not!
