There's a rule of thumb that's frequently used by planners. It uses lines drawn at 45-degrees in both horizontal and vertical planes from the respective centrelines of the window. IIRC, if BOTH lines intersect the proposed new building line AND THE ROOM IS A HABITABLE ROOM, then this may be used as grounds for rejection/change.
