This sounds like the pcv levels (blood volume.) Normal is 37-55%. 24 not suprising given the surgery but 16% is low (will make her feel weak, wobbly and reduce oxygen flow around the body.)
It's not completely surprising due to having the spleen removed a lot of blood would've been removed and it will take a while for the bone marrow to take over blood production effectively. However they are right to be cautious and a blood transfusion would be very sensible for her, if they continue to be unhappy with her reading.
Hopefully this is a blip, albeit a worrying one for you right now. It's early days for her stay positive.

The vet is just off the phone.
The tumour is not cancerous!! They have never seen anything like it, they said her spleen had bled and this had led to the mass developing?
Anyway, they said she should have no lasting effects and will be back to her old self soon - she already is proving a handful trying to get her to rest - she's been out in the garden chasing bees, etc.
She has also been getting spoiled with some treats to make up for the unwarranted crash diet she's been on since December.
