It's not that they will mate so much (though it does happen) but if an entire male scents an in season female whilst on a walk he is much more likely to seek that female out and run off in search and become a nuisance round the bh.

I saw an entire lab - that almost crushed my male neutered whippet by trying to mount him with a vice grip with his front legs, poor Jimmy - run across a large field, completely ignoring his owner, when he realised a female dog was on the other side ( she was in heat we found out later).
