Really sorry to hear about what happened OP.
I am a Greyhound owner if that makes any difference by the way........
Greyhounds are bred to race and are bred to chase for racing. Its something which is "in" them. They are sighthounds and have done this for hundreds of generations. Its not something which they can switch off so please dont blame the dog. They are not bred to chase and kill small children so please ignore the ott comments.
There is no excuse for the owner not to have a lead on the dog in public, and should be even more careful if his dog has a high instinct to chase stuff. This is something which whilst always a possibility is something which you just know about your dog.
Personally I only let mine off in enclosed ie fenced areas when there is nothing else about. He has never chased anything, lives with a cat, likes rabbits etc
Myself, I would be absolutely gutted if my dog ever did anything like that and you would hope that and decent dog owner would be the same.
My dog and I were attacked by a pair of german shepherds which were not on leads etc a while ago. I spoke to the dog warden and she said to speak to the police, which I did. I reported it for information only and no action to be taken, but its reported for any further issues. So this may be an option for you if you were in 2 minds about whether to report it or not.

The cat in the OP was in the owner’s garden which the dog invaded, SSV8 cat was also in his garden.
How can the cat possibly be at fault?

The police will try and fob you off with any excuse they can so they don't have to bother with it, you'll probably have to start with the local PCSO or whatever they are called.
