I could walk around outside with my parrot on my shoulder with no problem, in fact they don't want to come off you once they have bonded.

My experience also..had a yellow-naped Amazon that was very happy to be on my shoulder. Never tethered.

I wouldn't go down a main street in a town, but around my garden no probs.
