Turkish Airlines - baggage 5 days later!

In short I was travelling away on business and my baggage went missing and turned up five days later. I had to collect it and Turkish never knew where it was over this period. What are my rights to compensation? They have offered me $25 and want me to sign a disclaimer.
I thought that there were fixed limits under the airlines body IATA (?) or the European commission. I am not sure if they (Turkish Airlines) are covered under the European directives not being part of the EU. Maybe they are though as they fly to the EU.
Anyone have any ideas who to quote to them and what rights I have before I write my stern letter.
