Oh, hell, that's familiar - there was some daft story about women getting married touching the genitals of statues at a war memorial. So bizarre I remembered it! Definitely Eastern Europe, I mentioned but not sure I suggested Belarusia,maybe somewhere there? It's sort of Russian looking people and language whilst not actually being in Russia.

Really? I'm not sure whether to be proud of logic or whether it was pure luck.

Within there - well their capital is Minsk, I guess it will be there because this stuff tends to be in capitals. If it isn't I have no idea, Minsk is the only place I've heard of there.
