...or the other famous British Architect in India is Lutyens, so I suppose it could be New Delhi, but the style doesn't seem right?

If it's not New Delhi then Bombay as a guess? (Or whatever it's called these days - Mumbay or something...)

The building was looking pretty sad when I took this photo some 10 years ago. I hope they've given it a refurb since then.

There's an element of it being Millstone Grit in the Peak District, the rock is not dissimilar to toad's mouth but not much else of it agrees!
