Hobart? I think it's the post office.

If not each of Sydney, Melbourne and Brisbane have City Halls that look a bit like that.

Unfortunately I don't have another to hand, and anyway I'm likely to be away from my computer for the rest of the day, so let Kenty's clock tower and the identifier thereof take over the reins for now.

I have an idea it's the place where boats have to cross breakers laterally to get back to harbour as in the famous YouTube of that happening in enormous seas. Can't remember exactly where but its NZ I think.

It is certainly Namibia and it's arguably skeleton coast. Arguably in that it's actually right at the South of there.
