For the sake of a few quid from Amazon, I bought a pair anyway.
The legislation to make them compulsory required two stages - 1. to make it obligatory to carry one and 2. to impose a punishment for not carrying one (which was only going to be a fine of 11 euros).
Part 1 of the legislation was carried into law (so it is theoretically compulsory to have one) but Part 2 was quietly abandoned when there was a change of govt and there is no plan to re-introduce it.
So, it is technically illegal not to have one, but no-one can impose a punishment for not having one. It is a crime without punishment. Therefore no-one carries one and the Gendarmes don't expect you to.
Have you thought about a small bag with some tools in it?? My spare space under the boot floor has a bag which has a few hand tools a Leatherman a tow rope a set of heavy duty jump leads a torch spare batteries a roll of duct tape and loads of other stuff.Also as the French love a good strike maybe a way of cooking some grub just incase you get stuck in le operation stack.Last year i bought a Jetboil and I've used it loads of times when I've been delayed.
