The way I do it is to find the cheapest flights. This is usually to Spain.
The cheapest airline I could find was Vueling, to Barcelona. This gets you all, physically, to Spain.
Thereafter, I book a hire car, for a week then look for an apartment, as cheap as possible.
The downside, in the Summer, is that airlines are cheaper in the week and many apartment renters want to rent Saturday to Saturday, to maximise their income.
If you can get to Malaga, cheaply, the villas inland, around Alora, are remarkable value, often with their own pool.
