Yes, as a slight digression there's this:

The only airport runway I can think of that has an elevated motorway passing below it.

Those that aren't in tunnels. One of the many tunnels is over 5.6 km. Drive from the NE around the north coast on street view and you'll see what I mean. From Santa Cruz round to Porto Moniz there are 41 tunnels.
Anyway, do we have a town or city as the location?

Santa Cruz is just round the headland from that location. That villa is in fact on the edge of Funchal Old Town. Since it was a hard one I declare Santa Cruz as a close enough answer, so over to you mattyn1 !
