Bulgaria in September

My 70 plus mother is looking at abroading it, alone, for a week in September and Bulgaria comes up as a nice budget destination with flattish geography to accommodate mobility limitations.
The Canaries, by contrast, have too many apartments, tend to be less flat and she would rather a hotel which tend to be expensive.
Bulgaria seems to be around 20 degrees. Anybody been?
