Might be getting delivered to its operator. Don't forget you can't just bang any old train on the tracks and run it up and down the country. The kinematic envelope of the train might be too big for some tunnels/bridges, it might not go into some platforms, or start tearing down overhead lines, or struggle going up some inclines or braking down them. They have to be trialled and approved for any route they run on, so it's just easier to take it by road to the area it will be operating.

Years ago I was walking with a colleague just before a petrol forecourt and noticed a rather buxom young lady alight from her car to put fuel in it, as she did so I said to my colleague "look at the tits on that?" unfortunately as I said it I had walked under the forecourt canopy, it amplified my voice and she heard; throwing me a filthy look, my colleague was in stitches. I didn't hear him,the wife told me as she saw it. If I had,i would have told him he was right
