That may well be southern Florida. Same areas are at risk from tidal surges so homes etc are build with a sacrificial lower floor.

Also helps stop snakes and other beasties getting into the home. We had a holiday home in Thailand that was purposefully built on stilts for this reason and it worked really effectively
