Bet he was stoned!
I got stuck behind someone similar...back road late at night so pretty dark...he almost came to a stop every time a car passed in the opposite direction. Braked if the wind blew the bushes and then almost failed to negotiate a turn onto a main road. He was definitely under the influence of something but it was making him an overly cautious driver as a pose to dangerous!

Ok, I give up! I assume it's something to do with 'conscious nous'?

It's difficult without the original context, but my guess is that he meant consciousness.

Hmm, ok.

Made sense to me and was spelled correctly but I suppose a 'nous' which is 'conscious' could seem odd.
