Series 22 was symlcast to loads of countries,and the rest for it within 24 hours. Certainly the US got the show within hours so I would expect the series to have already been shown in all the countries it's was bought by.
Just because someone dies in a collision doesn't necessarily mean any is at fault (criminally). IIRC, 2/3rds of road deaths result in no prosecution (this will include deaths where the deceased is the only person invoked etc).
