Yes. It's referred to as "Vs" which is the minimum speed where the aircraft is still controllable in normal configuration in normal flight. There's also "Vs0" which is the minimum stall speed in landing configuration. These are usually at the beginning of the green arc on the air speed indicator. It varies from aircraft to aircraft. 2ns part, why do some police use these instead of choppers? If a planes minimum speed is higher than the car its chasing will it not just have to keep circling in order to not blast past it
