And, if VAT is charged, why can't they reclaim it, like any other business? Think they mean when they refuel at another airport rather than at their own base through a private contract with their fuel supplier. It seems the main reason why they can't reclaim the VAT is because the provision of an ambulance comes under medical supplies, which are exempt from VAT and therefore input VAT cannot be reclaimed. This being a key difference between those goods and services categorised as 'VAT Exempt' and those that are 'Zero-rated'. The latter are subject to VAT, it just happens that the rate is 0%. Ultimately like any VAT issue, it all goes back to the EU. Thanks. Isn't aviation fuel exempt or zero rated?

Signed it today and well over the 100,000 needed but we should keep signing it to show the level of support.
VAT is a complex issue (sometimes) and where a "business" is charging VAT to its customers it can "ofset" this VAT against the VAT they are charged when they buy things, by the sounds of it the AA service has no VAT to do the ofsetting with and hence the issue.
I'm a keen supporter of my Local Air Ambulance and would love them to be able to make better use of my money rather than giving a % of it to the HMRC.

Signed. A crazy situation needs resolving. None of the emergency services should be paying VAT no matter their "status" as a charity or not.

I have looked into this matter since we last corresponded and it frankly is not a simple issue. As to whether or not an Air Ambulance pays VAT will very much depend on the type of income that the charity receives and how the charity is set up in the first place. From what I can identify it appears that there is quite a wide variation and hence the differing concerns over this particular aspect of VAT. If a charity actually owns its helicopter it will probably be paying VAT on the fuel it uses. On the other hand, where a helicopter is leased from a supplying company then fuel purchased through that linkage may not be chargeable. The level of VAT paid on fuel is also different. At Lincs & Notts Air Ambulance I have one of my Finance Managers who is quite an expert on VAT matters and he would be a good person to talk to on this matter. His name is Crauford Thomson and he can be contacted on ----- ------, normally from Monday through Wednesday. It’s a very busy time at the moment, however, with the end of the financial year and he will be rather busy next week, but I am sure he can give you a better view on this matter than I can.
