Pig, when I clicked on your name to see your profile (being nosy like you), you had quoted a line from somewhere saying 'A man who doesn't spend time with his family can never be a real man. ...' Have you thought that maybe your neighbour is actually spending so much time with his family that he doesn't have time for all the wee odd jobs that are needing done. Tbf I kind of see where the OP is coming from, but I would no doubt find his house equally (very) annoying if cars were out of alignment on drive ways, or god forbid items on shelves were not arranged in height order facing forwards.
Being as people don't change, solution you need to move. Although I now live in serviced appartments where things are as close to my ordered standards as they will get...

As so often in life, Deutronomy has the answer - smite them with plague and dispossess them. I can't see any other sensible course of action except rounding up the entire family, and neighbours on both sides who have allowed this unimaginably awful situation to develop unchecked, blighting your beloved village like a puss filled festering sore. Ensure that the blood line ends here by forced sterilization of any known or suspected relatives. Raze the house so no two bricks are joined, cleanse the property with fire then salt the earth that their tainted grass shall never again overgrow. Crucify all guilty parties and leave their rotting carcasses there as a warning to anyone else who may in their darker moments have been tempted to have curtains that are a bit s  t or a cracked window in their vestibule. That'll learn em.
