I'm going with the guys dressed up as a Zebra as being Japanese.

The dual charge is what works against reactive armour. I mean why fly over the target and fire a charge downwards as in the TOW-2 gif rather than dive on to the target and fire the charge out of the front as in the Javelin video that was posted?

From my (limited) understanding of reactive armour and dual shaped-charge systems the dual charge system is less effective on impact then at a slight distance and the Javelin detonating above the target where most tanks have the least effective armour means it is still something infantry can carry.
Hellfires weigh a ton (well about twice as much) and generally need to be dropped from a plane before they work, but they carry much more explosive.

Failing to explain my question properly I think.

The TOW 2 is shoulder launched and flies horizontally over the top of the target, firing a dual charge downwards in to the top of the tank.

The Javelin is shoulder launched and dives on to the target firing a dual charge forward in to the top of the tank.

Both do the same attack (dual charge in to the top of the tank), but the delivery method is different (overfly and fire down vs dive and fire forwards)

Thinking about it the Javelin is fire and forget while the TOW-2 is wire guided, so presumably the Javelin is able to plan it's dive to hit the target while the TOW-2 is guided by the operator to overfly the target and fires its charge when it detects that it's over the target, meaning the operator doesn't have to give it the range.
