'bespoke' might be pushing it, but you can certainly design your own and Adidas will make them for you for, and the cost is very reasonable. Even have your own wording etc on them.Go nuts: http://m.adidas.co.uk/customise

It is part of their Amphibiox (sp?) range, they still have holes in the soles to let your feet breathe but also waterproof. And they work, really impressed.

Screwfix do an 'Executive Safety Brogue'.I rarely wear safety shoes these days - but I am tempted to try those for the occasions I do, as they look much more in keeping with my work attire.
