So shoudn't they be encouraged? If I lived there I would feel deprived! Where I live, we don't have midnight sun or polar night, we have the exact same amount of sunsets and sunrises as the UK, probably more even, because we don't have rain or fog 300 days per year.
I'm a morning person by inclination, so sunrise for me.
